Continuous Quality Improvement: The 4-Step Process

The standards are designed for a continuous quality improvement process, assisting with goal setting and planning for future programming.

get to know the standards & user guide

Access the 2025-2026 User Guide for detailed guidance on how to use the standards and complete a program self-assessment. The standards provide guidance on rating your program from 1 to 4 across three domains, with specific examples of evidence for a rating of 3 for each indicator.

Select your review team

Select a Self-Assessment Review Team of at least 3 to 5 stakeholders at each program site. Include people who bring their own knowledge and experience, such as Program Site Staff, School Administration, Parents/Guardians, and Youth/Participants.

complete self-assessment & goal setting

Complete the Self-Assessment at the beginning of the program year (e.g., October 6 – November 21, 2025) and select two indicators to focus on for improvement.

submit goal report & progress

Submit progress on your chosen indicators toward the end of the program year (e.g., March 16 – April 30, 2026).

nd 21st cclc programs

ND 21st CCLC has adopted the ND Quality Standards for Out-of-School Time Programs. Each 21st CCLC program site is required to engage in a thoughtful review of program quality with stakeholders and submit their self-assessment, goal indicators, and progress report according to the annual schedule.
